Delaware, the last state in the US that does not have a national park, may have finally gotten it's act together.  The plan is to create a history-themed park with a center in New Castle and multiple satellite locations, with an emphasis on Delaware's role in creating the Constitution as well as the first European settlements in the area.  Senator Tom Carpenter said the project will require a few million dollars from the federal government, but could be ready by 2011.
